Extra community punishments urged
A senior police officer has called for tougher use of community punishments instead of focusing on jail.
David Strang, chief constable of Lothian and Borders Police, re-entered the debate on criminal justice as the Scottish Parliament continues to scrutinise SNP plans for a presumption against sentences of six months or less.
He was part of a commission which recommended the idea in 2008.
